I have done a research on what actually is the meaning of "competitive advantage". This term refer to a situation whereby customer is more satisfy with one company over the other. This case, the company where the customer is more satisfied with is considered to have a "competitive advantage" over the other.
I'd like to rephrase your question to: "the significant of adopting new technology over the satisfaction of the customers". Let me know if my understanding of your question is not correct.

To me, the invention of new tools with new web technology would definitely added an advantage to the developer especially. For example, with the invention of .NET framework, many built in API have been developed just to help building a successfully web application in a "short period of time". This "short period of time" to market, in turn, show a competitive advantage because customers could enjoy the early release of the applications. "shorter time" to develop a web application would also mean "low cost" to produce it and hence the company has a "competitive advantage" (cost advantage).

Another example is the new used of combination of old technology i.e. javascript and XML in the form of AJAX where customers could feel the real time response of the web application. A web application developed based on AJAX is similar to an application built specifically for desktop application. Take a look at google map for example on the AJAX applicaion. In this case, company build an application based on AJAX definitely has a "competitive advantage" over the other.

Web services, not so long a go, has emerged to be a next generation of web application. If a company adopt to use a web services available to them on the web, the company would have a "competitive advantage" in the sense that the company would not need to re-invent an application that are already available and hence faster time to release their product to the sastified customers.
