I am not exactly an expert in web designing, but would like to share some of my findings and discoveries in designing websites.
Here are few points that I feel one should remember while working on web page design:
1) DO NOT design a web page which needs more than 8 seconds to load.
2) When design the wb page Header or Logo, choose the color which will be able to fit into the rest of the page, rather then considering the Logo/Header design by itself.
3) Originality. Personalize the logo and header design of your website. This not only creates an original aesthetic feeling for the visitors but also creates branding effect to your site.
(ie. CXP - Cambodia eXPlore) People tend to remember the name of your website through branding.
4) Simple. This is the key to web page design. A web page with simple web design is more likely to be easy to navigate through and thus an easy to learn site.
There are, of course, many others points to take note of when designing a web page, here only provides you with basic four criteria that one should keep in mind when designing a web page.

How can we know the page would not load more than 8 seconds? The speeds of internet are different from one place to one place such as using modem, T1, ...

around 10 seconds for 56K modem users is consider allright. However, like any other IT project, you must know your target audience. How many of your expected users are on 56K or broadband? Internet users are very facist about the speed and with the plenty of internet sites out there, users will not wait for your site to up.

=) the amount of time when u start to get impatient while waiting for a page to load..
8 seconds is just a rough guide, most importantly the point here is to create fast loading page so that the visitors to your site will not need to wait long before they get to see the full page of the website.

use this tool to check your page download speed: http://www.websiteoptimization.com/services/analyze/
It is an estimated tool so dont rely so much on it. To keep your site download speed to the maximum, try to minimize your graphics size and optimize your php and asp, asp.net scripts.

you have some really good points. however i would like to add to this. what if an existing company already has a logo designed? do you try to redesign the logo so that it would fit with the rest of your page layout? i don't think that will happen. it should be the other way around.
most designers would have the logo designed first becuase the logo convey the company's message. the next step is to design the page layout according to the colours, style of the logo.
