how could you determine the targeted? It looks more like an auto surf for me, so basically it's a wasted of Bandwidth for the website owner. Nothing good about this service, I doubt.

By the way, it's no use of increasing the Alexa ranking as most alexa reading is not very useful and not accurated.

My recommendation>> do not buy such traffic. Best way would be buying the inbound link.
