http://Namecheap.com one with the best reputation, domains are around $9, transferring a domain on nameserver in minutes, easy navigation.
Avoid cheap registrars, problem after problem...
Where to find desirable domain?
http://deleteddomains.com
You can be announced about a domain you like, when it becomes available. You can check when a particular domain will expire.
DNS tools:
PING, traceroute, IP geolocation, reverse IP look (get IP from a domain), WHOIS... all accessible quick from one site:

I love namecheap personally as i have registered several domains with them. They have the best control panels for users.
