1. Think what you need. You don't necessary need "the best" PC. But you should always buy a little more what you need at the time, since programs are developing so fast.
2. Read some reviews of PC brands or components:

If you're not a musician or graphic designer you probably won't need expensive sound and graphic cards. If you have a chance chose and demand exact components you want. Many PC manufacturers will listen your desires without a problem or additional expenses.
3.
- Choose the biggest HD you can afford. Prize for a bigger HD vary only a little. Disk should be SATA, run fast, low noise.
- Monitor should be 17 inch, they are cheap now. Try to check the quality of image before buy it. Image must be clear, without weird colours in corners. Do not go for expensive monitors just like that. They are not necessary quality.
- Keyboard: Cherry keyboards are reliable. Anyway, it's important to have a good feeling when typing.
- Mouse: Logitech. It wont be broken in few months as many cheap ones.
- Good speakers have some volume and weight and are only few dollars over some bad little ones.
- 512 Mb RAM at least. At the moment RAM is not so expensive, so buy enough of it.
- Modem is almost the only component responsible for speed of internet; Dial-up can be annoyingly slow. Try to get ADSL or cable modem.
- Printer is a mechanical device, I have good experience with HP - they are robust and reliable.

Graphical designers must need high graphics card, but gamers do so .
Normally the sellers don't ask the spec; instead they ask our budget.

I'm not a gamer myself so my ATI Radeon 700 (64MB) is enough for me
getting everything upgraded soon though :d
