Why not? people do that all the time. For example, when i was in school, I got to find lots of reference from many books and rephrase those words in other words.

Yes, all the info we speak about is rewritten by a way or another
we read then write what we read from our point of view
copy and paste isn't good and un-ethical and that's what the lazy guys do

Article rewriting usually isn't ment for stealing some articles. Someone writes an article to announce a website, or better - to introduce a site to Google...If there are many articles about that site, Google will put a high PR on it. But articles has to be different to have a power to get weight on your site. I believe this is the main purpose of re-writing articles.
I tried once - never ever make something boring like that, really.
Article submition is one of the best way to get PR, they say.
