Try to get as many backlinks as possible. Submit your website to directories and pay for links. Make articles and press releases based on your website and submit them. It might cost a few bucks but it's worth it.

For point 9, it looks like a bad neighbourhood to me. I would stay away from that.

A lot of the time site owners forget to fix their site. So here is mine:

1) Ensure your internal links all work
2) Ensure your site architecture is well optimized - don't have urls like:
site.com/folder/folder/someotherfolder/page.html instead use
site.com/folder/some-page.html
3) Keyword research followed by well optimizing your entire site
4) Content content content
5) links links links

texlinkbrokers, I have some thoughts on one of your points:
2. it is easy for custom site developer to have better structure, but how about those directory? such as the one at http://khmerbest.com ? I think to some extent, it's best to have a proper and shorter structure but it doesn't really matter to the Search engine.

Finally, i would say Links comes very handly for search engine to find you site. Content will help to keep users to stay there i.e. the stickiness factor.
